If everyone had a base income to cover housing and food, a stimulus for basic survival would not be required. Sometimes times are tough and while it sucks to be unemployed, a person must do what they have to do in order to obtain the things they desire. With housing and food covered, if a person wants a cell phone...they will find a way to pay for it. If it means they find temporary work at an essential business, then that is what they do. There will always be opportunity too work in some fashion, and with a UBI to cover basic things the work is simply for leisure/wants rather than needs.
